Position Summary

POSITION SUMMARY:

Develop, implement, maintain, and evolve as necessary, a comprehensive compliance management system program designed to assure GreenState Credit Union’s compliance with applicable federal, state and agency regulations, rules and requirements, as well as internal policies and procedures. Responsible for quality assurance, testing, and monitoring, to prevent compliance violations and reduce/mitigate risk. Responsible for the management and effective execution of the duties for Compliance personnel.

Salary range for this position is $220,201.54 - $257,440.82 with a progressive benefit package. 

Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 
Performs essential duties and responsibilities in the following areas which may include but are not limited to those listed and are subject to change.
  1. Adheres to the Credit Union's core values and Service Standards in conducting GreenState's mission and vision.
  2. Demonstrates a positive member service (internal and external) focus at all times.
  3. Demonstrates teamwork in all interactions with coworkers and in the completion of all duties and responsibilities.
  4. Ensures confidentiality of member information.
  5. Supports a diverse and inclusive work environment.
  6. Performs other duties as may be required to meet Credit Union objectives.
  7. Develops, implements, maintains and evolves as necessary, a comprehensive compliance management system program designed to assure GreenState Credit Union’s compliance with applicable federal, state and agency regulations, rules and requirements.
  8. In collaboration with the SVP/Compliance and Risk and appropriate personnel, plays a key role in ensuring the Credit Union is prepared for CFPB regulatory oversight.
  9. Responsible for quality assurance, testing, and monitoring, to prevent compliance violations and reduce/mitigate risk.
  10. Evaluates internal controls as they relate to compliance issues, makes recommendations and coordinates change in controls, as necessary.
  11. Research, draft, and implement new and revised compliance related policies and standards.
  12. Evaluates products and procedures to ensure compliance with applicable regulations. Makes recommendations for change, as necessary.
  13. Reviews Credit Union programs, products and procedures for adherence to compliance matters.
  14. Produces and submits various reports and/or findings to management and others as necessary.
  15. Oversees regulatory change management.
  16. Provides support and answers questions for business units in compliance related matters.
  17. Oversees HMDA data second line quality assurance and reporting process to ensure accurate data is reported to the CFPB within required timeframes.
  18. Oversees document management, NMLS registration, and credit bureau reporting and disputes.
  19. Oversees second line of defense Fair Lending monitoring.
  20. Participates in state, federal, internal and external audits and examinations, as well as other audits as scheduled, as requested.
  21. Addresses compliance issues/findings noted in examinations and audits.
  22. Possesses knowledge of federal guidelines, which includes, but is not limited to knowledge of Regulation B (ECOA), Regulation P, Regulation X (RESPA), Regulation Z (Truth-in-Lending), Regulation C (HMDA), and other regulations which impact GreenState Credit Union.
  23. Collaborates with third party compliance advisors and/or legal counsel.
  24. Prepares and conducts personnel performance evaluations, prepares documentation for retention in personnel files. Working with Human Resources, recommends and implements disciplinary actions and appropriate staff counseling within the department as needed.
  25. Coordinates, tracks and monitors daily scheduling for individuals who report directly to this position including overtime, leave of absences, and prepares periodic tracking reports for the Human Resources department.
  26. Meets attendance standards to perform job functions including team oversite, coordination of work, and ongoing feedback.
  27. Coordinates the training and cross-training of direct reports.
  28. Determines and coordinates compliance training for the organization.

Job Requirements/Expectations

  1. Four-year college degree or completion of a specialized course of study or certification in related field and eight years of financial industry experience in a credit union, bank or compliance/risk related field.
  2. Knowledge of regulatory, state, federal and agency rules, regulations and requirements.
  3. Strong research and analytical skills.
  4. Initiative-taker and ability to work independently and collaborate when needed.
  5. Ability, availability, and willingness to work additional hours as demanded by the workload.
  6. Ability to prioritize, organize, and process paperwork accurately and efficiently.
  7. Ability to work with multiple priorities and to work under and meet deadlines.
  8. Ability to solve problems independently and maintain control in high stress situations.
  9. Ability to operate related computer applications.
  10. Ability to deal tactfully and efficiently with employees, members, co-workers and vendors in a professional manner.
  11. Effective and strong oral and written communication and interpersonal skills.
  12. Ability to use a personal computer and related software including Word, Excel, and other software as required.
  13. Must be bondable.

Reporting Relationship

Reports to the SVP/Compliance and Risk.

Supervisory Responsibilities

This position is responsible for the supervision of others.
